AEGIS is intended to run locally and work with explicitly authorised local tools and data. Future online capability may be added as an option, but it should not silently become a dependency for ordinary operation.
AEGIS can pair a comfortable local model with persistent, approved records, narrow retrieval, deterministic tools and verification. This makes a smaller model more specialised and consistent without pretending it has become a larger model.
